Wasn't Elizabeth Smart about 16 when found? Anyway, if this Courtney person wore normal clothes, was a brunette and was shy, EVERYONE would be screaming at the police to intervene.
Unfortunately, she looks and talks like a whore so the masses have shifted into assuming (understandably) that she's much older.
The bottom line is that she's hooked on drugs with parents who have sold her to a old man who is having sex with her, giving her drugs and whoring her out. If she IS only 16, then she needs the same help a 16 year old shy, natural girl would. I know it's hard to accept that but it's true.
